Rachel Naylor is a town planner.  She holds a degree in applied science (planning) and a graduate diploma in law. Rachel has worked in local government, private practice and at Planning Panels Victoria.  She has been a non-legal member of VCAT since 2002 and performs the roles of being a presiding and a non-presiding specialist member.
